Since the first security service company was born in Shenzhen, Guangdong in 1984, China's security service industry has developed rapidly. In fact, in the early days of the establishment of a security service company, the general managers of security companies in various places were dispatched by public security organs. Until October 2009, the State Council promulgated the "Regulations on the Administration of Security Services", which explicitly proposed the separation of management and management. At present, public security organs no longer do security on their own, they are only responsible for examining and approving security entry conditions and supervising security companies. As the main body of the enterprise, the security company is responsible for the operation and management.
At present, China's security is divided into professional security companies and self-built security. Yang Qi, the deputy director of the Public Security Administration of the Ministry of Public Security, emphasized that the self-recruited security of this unit cannot provide security services to other units.
Yang Qi: Because we allow self-built security, like some properties are self-built security. We encourage units to hire security guards from professional security companies, but the law does not prohibit self-recruitment. However, there is a rule for the security recruited by the unit, that is, security services cannot be provided to units other than the unit, and only services can be provided for the unit.
Regarding the quality of security guards, Deputy Director Yang Qi also frankly stated that there is a certain distance between security guards recruited by property companies and security guards with professional training from security service companies.
Yang Qi: Because professional security companies have certain conditions when recruiting, they also need special training and centralized management after recruiting. Some of them have strict requirements. Therefore, under normal circumstances, the quality of security guards in professional security companies is higher than those recruited by themselves.
How to solve the problem of weak professional security? Deputy Director Yang Qi said that China is currently working hard to promote the establishment of a unified national security assessment system.
Yang Qi: After standardized management in the future, security guards will be divided into five levels, namely: junior security guards, intermediate security guards, and senior security guards. There are security guards on top, that is, primary security guards and senior security guards. Since the "Regulations on the Administration of Security Services" are required to be implemented now, we are making good preparations in this regard and started to implement them gradually.
Deputy Director Yang Qi revealed that in the next two to three years, all security practitioners will take up positions with certificates. This card is an industry entry threshold and can be used across the country.
Yang Qi: In the next two to three years, security guards will have to hold a permit to take up their posts. In the future, we need to establish a system. For example, after an intermediate security officer passes a national examination, your qualifications can be used nationwide. The future certificate is both an introductory certificate and a level certificate.
