    After the separation of management and management, the role of the government is more reasonable. However, based on past experience, the right of approval is easily abused. There are two possible reasons for abuse. After the security documents are available nationwide, if the review is wrong, the negative impact will be quite bad. Another possibility is that the number of approvals is too large, and the approver refuses to issue an approval permit within a certain period, so the applicant may obtain approval by providing various economic benefits. This goes back to rent-seeking.

    According to the above regulations, the function of security personnel is to assist in maintaining public order and protecting the personal and property safety of residents. In fact, the civilian population most often deals with security personnel in residential quarters and work units. Although security guards have an obligation to assist the police in combating criminals, it is expected that the services provided by security guards will often exceed security considerations. In developed countries, security personnel, like cleaning personnel, are engaged in property service in a broad sense. Security personnel often provide services such as opening doors for owners. Many security guards in our country often consider themselves to be "in uniform" and their service attitude is not ideal. In this case, the security service is actually misplaced. In most cases, security personnel are property service personnel. The current management model does the opposite.

    To solve the above two problems, the examination and approval authority and security personnel need to position themselves properly. Public security organs' approval of security personnel should focus on their criminal background. Dynamic management is required after approval, that is, after security service personnel obtain corresponding qualifications, public security organs must strengthen the management and review of their behavior.

    Fees for security personnel's national examinations and employment credentials should be lower. The fee for a Hong Kong resident to apply for a security personnel permit is HK $ 50. Later, the police will pay an additional fee of HK $ 110 when the permit is formally issued. From the perspective of economic development, the examination and induction costs of security personnel in the Mainland should not exceed 100 yuan.

    In addition, government agencies should be transparent in approving security personnel, which can prevent officials from seeking rent and other considerations. As for the positioning of security personnel, whether it is an employee of a professional security company or a security hired by an organization, they should have sufficient service awareness.
